NOAA's Office of Response and Restoration (OR&R) provides ESI maps and GIS data in several formats. You can download the maps and data, and their metadata, from the Downloads page on our old website. (They'll be available on our new site soon. Check back!)
 

In addition, OR&R provides ESI maps and data that you can order on CD/DVD. A nominal cost for these products covers materials and shipping.
