2025 Updates Now Available in CAMEO Data Manager and Tier2 Submit
DEC. 19, 2025 — The National Oceanic and Atmospheric Administration (NOAA) and the Environmental Protection Agency (EPA) jointly released their annual updates for CAMEO Data Manager and Tier2 Submit™ for report year 2025 on December 16. These two programs, both part of the CAMEO® software suite, aid users in meeting regulatory filing and emergency response planning efforts for hazardous chemicals under the Emergency Planning and Community Right-to-Know Act (EPCRA). Developed jointly by NOAA’s Office of Response and Restoration and the EPA Office of Land and Emergency Management for nearly 40 years, the entire suite is available at no cost to support public safety and environmental protection.
Input from the emergency planning and response community is essential to the evolution of these tools. Based on direct user feedback and suggestions for improvement, several new time-saving features have been integrated into the 2025 versions of these programs, which are now available for public download:
- Reorder and Prioritize Attachments: Users can now quickly change the order in which attachments are shown on a record via drag-and-drop or keyboard shortcuts. This allows for the most important or the newest attachments to be moved higher in the list.
- Delete Records from Detail View: The record deletion capability has been expanded to allow for deletions directly from detail view, in addition to the list view. This improvement supports better data quality by allowing users to verify full record details before confirming a deletion.
- Print Responder Summaries for Multiple Facilities: CAMEO Data Manager provides a snapshot of key data formatted specifically for emergency responders. Previously, these summaries could only be viewed in the program or printed as a PDF for a single facility. The updated version allows for the generation of a single PDF containing summaries for a collection of facilities, providing easier access to data for specific areas of interest, such as those within a particular fire district.
In addition to the features highlighted above, the new versions include standard release enhancements, such as:
- State-Specific Data Updates: State-specific data fields are now updated for regulatory report year 2025 for several states. Notably, several New England states now require facilities to list available emergency response equipment to mitigate the hazards associated with the chemicals being reported and provide contact information for the personnel authorized to release that equipment to emergency responders.
- Geographic Data Accuracy: Both the pre-populated county lists and the county-based latitude/longitude verification tool now feature the latest county names and boundaries from the U.S. Census Bureau.
- FEMA NIMS Data Update: CAMEO Data Manager has been updated with the latest National Incident Management System (NIMS) resource types from the Federal Emergency Management Agency (FEMA) to help responders and planners categorize and discuss resources, using a shared understanding of what each resource includes and its response capabilities.
- Latest EHS Chemical List: Tier2 Submit now includes updated Extremely Hazardous Substance (EHS) checks that match the April 2025 version of the EPA’s regulatory documentation.
- General Maintenance: The updates include program stability improvements, minor bug fixes, and refreshed user help documentation.
