Association of Southeast Asian Nations Regional Forum Workshop on Maritime Oil Spill Emergency Response Management and Disposal Cooperation

DECEMBER 11, 2015--At the request of the U.S. Department of State, OR&R will participate in Association of Southeast Asian Nations (ASEAN) Regional Forum (ARF) Workshop on Maritime Oil Spill Emergency Response Management and Disposal Cooperation.

The workshop will be held in Kunming, China on December 17-18, 2015.

Mark Dix, Deputy Chief of OR&R's Emergency Response Division will address the group on oil spill response and cleanup, highlighting the Texas City "Y" spill as a case study. On March 22, 2014, the bulk carrier M/V Summer Wind collided with the oil tank-barge Kirby 27706. The incident occurred in Galveston Bay near Texas City, Texas, and resulted in the barge spilling approximately 168,000 gallons of intermediate fuel oil. During the response, NOAA provided scientific support to the U.S. Coast Guard, including forecasts of the floating oil movement, shoreline assessment, information management, overflight tracking of the oil, weather forecasts, and natural and economic resources at risk.

ARF member nations address a variety of issues; this workshop is focused on cooperative oil spill response. According to the ARF objectives, the organization exists to "foster constructive dialogue and consultation on political and security issues of common interest and concern; and to make significant contributions to efforts towards confidence-building and preventive diplomacy in the Asia-Pacific region."

Current participants in the ARF include Australia, Bangladesh, Brunei Darussalam, Cambodia, Canada, China, Democratic People's Republic of Korea, European Union, India, Indonesia, Japan, Lao PDR, Malaysia, Mongolia, Myanmar, New Zealand, Pakistan, Papua New Guinea, Philippines, Republic of Korea, Russia, Singapore, Sri Lanka, Thailand, Timor-Leste, United States, and Vietnam.
