Industry Effort to Establish a Common Operating Picture for Spill Response

The International Association of Oil and Gas Producers (OGP) and the International Petroleum Industry Environmental Conservation Association (IPIECA) are producing recommended practices for GIS technology and geo-information used in the formation of a Common Operating Picture (COP).

These recommendations are driven by the lessons learned during the Deepwater Horizon and other oil spills around the globe. This joint industry effort is laying the groundwork for an interoperable framework and open standards based COP to support the management of spill response anywhere in the world. Both OR&R and the EPA participated in the Request for Information discussions earlier this year to gather baseline requirements. Based on initial feedback from the Request for Information, a sub-group of private industry and public agency responders met in Houston, TX on October 9 – 10, 2014, to establish role definition and data sharing processes for response and assessment activities.
