Oil Spill Drill in San Francisco Bay

MARCH 10, 2017--OR&R’s Emergency Response Division (ERD) participated in this week’s ECM Maritime Services oil spill Command Post drill involving a grounded tanker scenario spilling 15,000 bbls (630,000 gallons) of Alaska North Slope crude oil into San Francisco Bay.

ERD provided weather forecasts, oil fate and transport estimates, input on the potential use of Applied Response Technologies (ART; dispersants, in-situ burning, surface washing agents and bioremediants), and other aspects of scientific support to the USCG and other members of the cooperative response. In addition, California’s Office of Spill Prevention and Response (OSPR) provided GIS support and managed data sharing, uploads, and overall management of NOAA’s Environmental Response Management Application (ERMA), which was used as the Common Operational Picture (COP) for the drill. Other elements of the drill included, vessel stabilization and salvage, on-water cleanup, protection of sensitive resources, shoreline assessment and cleanup, volunteer management, and press and VIP engagement.
