Recipe for Collective Bargaining Cobbler

This concoction was created in the Western Regional Center (Seattle) kitchen on August 13-14, 2014.

  • 3 Emergency Response Division managers
  • 1 seasoned NOAA labor management advisor
  • 4 IFPTE 8A negotiators
  • 1 Federal Mediation & Conciliation Service facilitator
  • 1 administrative aide
  • 17 unsigned articles in a "reopened" collective bargaining agreement

Delicately sift together the first five ingredients in a neutral conference room on the Sand Point campus. Over the course of two long days, sprinkle in one unsigned article at a time; some agitation may be necessary to achieve adequate results. Occasional heating of participants may occur but this is expected. Simmer each article at the table until finished; caucus as necessary to achieve optimum balance of management and labor interests; remove any undone articles and keep on ice until later.

Let all ingredients cool; serves one OR&R division.

This concoction was created in the Western Regional Center (Seattle) kitchen on August 13-14,2014. Fueled by liberal amounts of caffeine, occasional chow breaks, and some robust dialog, the group managed to work through and substantially complete 15 of the 17 articles. Further work lies ahead in solving the remaining two articles.
