Teaching Inland Shoreline Cleanup Assessment Techniques

OR&R's Emergency Response Division and the Environmental Protection Agency (EPA) collaborated to teach a newly developed inland Shoreline Cleanup Assessment Techniques (SCAT) training course for field responders to oil spills.

This was the second training of the course and focused SCAT on freshwater and riverine waters, shorelines, and habitats and was held at the Tom Ridge Environmental Center and at Presque Isle State Park in Erie, PA June 3-5, 2014. Attendees included 26 responders from two U.S. Coast Guard Districts, PA Department of Environmental Protection, U.S. Fish and Wildlife Service and EPA. Through both classroom training and field exercise, the course aims to train responders to conduct systematic and comprehensive surveys of shorelines affected by oil spills. These surveys allow the SCAT teams to describe the oiling using standardized terminology, prioritize sensitive areas to be cleaned and recommend cleanup methods and endpoints, in an effort to minimize the impact of the response on the environment.
