NOAA Partners with Shipping Industry to Improve Oil Spill Coordination

MAY 15, 2023 — On May 11, NOAA signed a Memorandum of Understanding (MOU) with the International Group of Protection and Indemnity Clubs to promote the expeditious and cost-effective resolution of natural resource damages resulting from ship-source oil spills and from response actions under the Oil Pollution Act. 

The MOU outlines a number of coordination activities to be considered before, during, and after incidents that can facilitate more immediate restoration of natural resources. The International Group represents 12 Protection and Indemnity (P&I) Clubs, which provide ship owners with insurance to cover their liability associated with pollution incidents, including oil spills. Tony Paulson, with the P&I Club West of England and representing the Pollution Committee of the International Group, signed the MOU.  Signing for NOAA were Scott Lundgren, Director of NOAA’s Office of Response and Restoration (OR&R) and Carrie Robinson, Director of NOAA’s Office of Habitat Conservation (OHC).
