International Maritime Organization’s Pollution Prevention and Response (PPR) Subcommittee

JANUARY 20, 2017--NOAA supported the U.S. delegation to the International Maritime Organization’s (IMO) Pollution Prevention and Response (PPR) Subcommittee in London on January 15 – 20.


The PPR 4 meeting took on a number of critical topics including ballast water and exhaust emissions from vessels; however, NOAA’s role was to focus on the model training courses (four levels) for pollution response. Mark Dix chaired the drafting group of 16 nations and an array of affiliated organizations which finalized a multi-year effort in getting the four levels ready for publication. The group also gathered comments that will benefit the U.S. Coast Guard in their finalization of the Sub-sea Dispersant Guidelines paper which they hope to present at the PPR 5 meeting in 2018 for final approval. Finally, there was group discussion of the Norwegian proposal to develop an implementation guideline document for the IMO Hazardous and Noxious Substance (HNS) protocol. NOAA also made an informative presentation on the soon to be released GNOME 2 tool, CAFE and to extend an invitation to all the delegates to attend the International Oil Spill Conference in Long Beach, California, in May 2017.
